The warning bell can save the harbor and destroy its evidence

Make an emergency tool useful for a clear reason, and give its side effect a named victim or unfinished task.

ORIGINAL VARIATION · NOT NOVEL CANON

See it in a scene

Independent example: a magical bell reaches every harbor resident at once. Its vibration shatters glass inside the tower, including the unique glass recordings stored there. These recordings cannot be copied; this is a rule of this example only.

Pressure
A wave is approaching. Runners need twenty minutes to reach the docks. Ringing takes seconds, but moving all the recordings of ignored safety complaints takes ten minutes the outer docks do not have.
Choice
Ring now, carry a few recordings out first and accept a shorter warning, or rely on the slower runners. There is no safe way to silence the vibration while preserving the bell's reach.
Consequence
An immediate warning gives people the most time but destroys the record needed to assign responsibility. Saving a few recordings preserves selected testimony at a cost in warning time. The survivors still have to investigate with what remains.

CUESHELF INTERPRETATION

How this moves the story

Establish what the tool does, where its side effect reaches and why ordinary alternatives are slower. Its use then decides which immediate need takes priority. The damage must remain in the next scene, when the people affected ask what was lost.

Try it with your characters

Name the fastest tool available in your emergency. Who loses something when it is used, and how much time would avoiding that loss take?
