What the rule allows
The publisher guide separates the Ghost Painting from the ghost it produces. Dealing with the manifestation is insufficient while the hidden painting can produce another.
Where it stops
This case concerns the Ghost Painting specifically. Its containment problem should not be flattened into one identical solution for every ghost.
Design the response
Give the responders evidence that the attacks share a source: a repeated mark, an object present at both sites, or a change when that object moves. In your version, define what securing it prevents and who must keep it secure. The source guide's case is the painting; these investigation choices are applications.
Your next design decision
In this independent setting, destroying a spectral bailiff makes the town's unpaid contract appoint another at the next bell. Each carries the same contract number. A clerk follows that number to the creditor's ledger and must negotiate payment terms the town can keep. Soldiers can buy time by holding the bailiff back, but cannot end the debt by winning another fight.
