Give a protective rule a real purpose before putting someone in a situation where following it costs time.

See it in a scene

Independent example: a coastal office requires two independent reports before ordering evacuation, after a forged alarm caused a dangerous stampede. A supervisor may issue a provisional warning under their own name.

Pressure
One ranger reports a failing sea wall. The second is across a flooded road; waiting for her could leave too little time to move care-home residents.
Choice
Seek the second report, or issue the provisional warning with the known facts and arrange a supervised evacuation route.
Consequence
Verification uses rescue time. An early warning may still be wrong and disrupt vulnerable residents, but supervised transport addresses the reason for the original rule. The supervisor must record and defend the exception afterward.

CUESHELF INTERPRETATION

How this moves the story

A procedure can protect people in ordinary conditions and obstruct them during an emergency. Explain the harm it prevents, who may authorize an exception, and what that person becomes responsible for. The conflict then involves competing duties that can be argued about.

Try it with your characters

Write why a safety rule was adopted. Put a character under a shorter deadline than the rule assumes, then write their request for a specific exception.
