The warning reaches everyone. Only some can afford to leave.

See it in a scene

Independent example: when a spectral fog is forecast, the city runs evacuation trams. Household permits include a seat; temporary dockworkers must buy tickets, and leaving before the shift ends forfeits their day's pay.

Pressure
A clerk posts the warning at noon. Owners board the tram while workers compare the ticket price with the wages they would lose. The last tram leaves before their shift finishes.
Choice
The dispatcher can spend the depot's emergency fund on worker tickets, ask employers to release them with pay, or send the tram away on schedule. Neither money nor permission arrives simply because the warning is true.
Consequence
Buying seats helps immediately but leaves less for later rescues. Waiting for employers can lose the departure window. The fog creates the emergency; employment and transport rules decide who can respond.

CUESHELF INTERPRETATION

How this moves the story

One extraordinary event can produce unequal ordinary consequences. People with money or official access can act on a warning sooner; others may lose a shift, shelter or a route home. Put those differences inside a shared incident so the city changes what characters can do.

Try it with your characters

Choose one warning in your setting. Write what a wealthy resident does next and what prevents a worker on the same street from doing it.
